But the fact is that there is still a lack of role of leadership employees in the knowledge that is from internal factors is still lack of employee knowledge, while external factors are still not good attitude of employees in carrying out their duties. Problem Formulation (1) How is the planning of regional property needs in the management of regional property at the Pidie Regency Financial Management Agency? (2) How is the administration of regional assets in the management of regional assets in the Pidie Regency Financial Management Agency? The research objective was to determine and analyze the management of heavy equipment levies to increase local revenue (PAD) in the Public Works and Public Housing Office of Aceh Jaya Regency. And to find out and analyze the management of heavy equipment rental services at the Public Works and Public Housing Office of Aceh Jaya Regency in increasing PAD. The conclusion of the study shows that the management of heavy equipment levies to increase local revenue (PAD) in the Public Works and Public Housing Office of Aceh Jaya Regency, whether related to planning, regulating or supervising heavy equipment, has not been going well. Meanwhile, the financing aspect shows that the large operational budget required for heavy equipment maintenance causes and becomes a burden for the region, because the budget comes from the Aceh Jaya Regency APBK. While PAD deposits are always below the target that has been set, heavy equipment has a great potential for increasing PAD. Regarding service procedures, service commitments and rental time. Regarding the rental service procedure, it can run well because in the service procedure for renting heavy equipment, you have to fill in the form provided and attach an identity in the form of a KTP. This is going well and according to the rules that have been determined so that it can run well. Likewise, heavy equipment rental commitments have been agreed between parties, both personal and group rentals.
